 A)\, the UNDP/GEF Yellow Sea Project will develop a regional Strategic
  Action Programme (SAP) and the National Strategic Action Plans from 2
 007 through 2008.  The SAP is a document that identifies policy\, lega
 l and institutional reforms\, and environmental inventions to address 
 transboundary environmental issues in the Yellow Sea.  The SAP describ
 es actions to solve major problems that the TDA identifies through its
  causal chain analysis.
